Requirements for adults

For renewal (expired, soon-to-expire, damaged, or full passport)

• Original Uruguayan passport (expired, within one year of expiry, damaged, or full)
• Uruguayan identity card (if available)
• Certificate of No Criminal Conviction, issued by the relevant authority in the place of residence, apostilled or legalized, and officially translated into Spanish (valid for up to 90 days)

In case of loss or theft

• Police report filed with the relevant local authorities
• Declaration of loss or theft to be completed at the time of the appointment (Uruguay’s Public Security System)
• Uruguayan identity card (if available)
• Recent Uruguayan birth certificate (issued within the last 30 days)
• Certificate of No Criminal Conviction, issued by the relevant authority in the place of residence, apostilled or legalized, and officially translated into Spanish (valid for up to 90 days)

Legal Citizens must present:

• Passport (page with issuance details and photo, and page showing citizenship law)
• Police report in case of passport loss correspondiente
• Uruguayan identity card
• Certificate of No Criminal Conviction, issued by the relevant authority in the place of residence, apostilled or legalized, and officially translated into Spanish (valid for up to 90 days)
• Citizenship Certificate (Carta de Ciudadanía)
• Electoral card (Credencial Cívica), if more than 3 years have passed since the issuance of the Citizenship Certificate
• Affidavit stating no third citizenship has been acquired, for those residing abroad
• Birth certificate registered with the Uruguayan Civil Registry

Requirements for minors

• Uruguayan passport (expired, within one year of expiry, damaged, or full)
• Uruguayan identity card (if available)
• Recent Uruguayan birth certificate (issued within the last 30 days)
• Valid ID documents of both parents

On the day of the appointment, all original documents must be presented.

Authorization for minors

Minors must attend the appointment accompanied by one parent, who must give consent in person.

If one parent cannot be present, the absence must be justified as follows:

• If the parent is in Uruguay: authorization must be processed in person at the Travel Documentation Department of the Ministry of Foreign Affairs (Cuareim 1384, Monday to Friday, 10:00 to 15:00).
• If the parent is abroad: Authorization must be issued at the nearest Uruguayan Consulate.
• If one parent is deceased: A death certificate must be presented. If Uruguayan, it must be issued within the last 30 days. If foreign, it may be up to 1 year old, and must be duly legalized or apostilled.

Important:

The authorization must be obtained before requesting an appointment. The procedure cannot be completed without this authorization.

How to start the procedure?

1. Gather the required documentation according to your case (adult or minor, renewal, loss, legal citizen, etc.).
2. Request an appointment by emailing cgchongqing@mrree.gub.uy, attaching the form and the relevant documents.
3. Attend your appointment in person with the complete original documentation.

Cost: CNY 244 for passport renewal. The amount may vary slightly depending on the current exchange rate between the CNY and US dollar. Payment is made on the day of the appointment via bank deposit in CNY.
