Certificate of reentry into Uruguay
Information on the Certificate of Reentry into Uruguay for Uruguayan residents who are abroad and whose Uruguayan identity card has expired or been lost. Requirements, procedure, validity and conditions for requesting it.
What is a Certificate of Reentry?
The Certificate of Reentry (Constancia de Reingreso) is a document issued by the Consulate that allows foreign nationals holding valid residence status in Uruguay who are abroad and do not have a valid Uruguayan identity card, whether due to expiration, loss or another duly justified circumstance, to return to the national territory.
Before issuing the document, the Consulate must verify with the competent authorities that the applicant’s residence status remains valid and confirm their identity. The certificate does not replace a passport or identity card. Instead, it certifies, for immigration purposes, that its holder is authorized to reenter Uruguay without obtaining a visa.
It is valid for 60 days from its date of issuance and must be presented together with a valid passport at the time of travel.
Who May do this procedure at a Consulate?
Foreign nationals who hold legal residence status in Uruguay, are currently abroad and do not have a valid Uruguayan National Identity Document (Documento Nacional de Identidad – cédula de identidad).
If applicable, and you wish to request a Certificate of Reentry (Constancia de Reingreso) before the Consulate General of Uruguay in Guangzhou, the specific requirements are as follows:
- A complete and legible copy of the valid passport, including the biographical data page.
- Copies of the passport pages containing Uruguayan immigration entry and exit stamps.
- A copy of both sides of the Uruguayan National Identity Document (Documento Nacional de Identidad – cédula de identidad), even if it has expired. If the document has been lost or stolen, this circumstance must be reported when submitting the application.
- Valid documentation proving the applicant’s address in China.
How is the procedure completed?
- Submit all required documentation by email to cgcanton@mrree.gub.uy.
- Once the application has been received, the Consulate will consult the competent Uruguayan authorities to verify that the applicant’s legal residence status in Uruguay remains valid.
- Once the validity of the residence status has been confirmed, an in-person appointment will be arranged at the Consulate to verify the applicant’s identity and review the original documentation.
- Upon satisfactory completion of the corresponding verifications, the Certificate of Reentry (Constancia de Reingreso) will be issued and delivered during the consular appointment.
Important note: The certificate will be valid for 60 days from its date of issuance, in accordance with Article 14 of Decree No. 394/009. Applicants are therefore advised to submit their request only once their travel dates to Uruguay have been confirmed.
