What is an emergency passport?

An emergency passport is a travel document issued exclusively by Uruguayan Consular Offices (Oficinas Consulares uruguayas) abroad. It may be issued to Uruguayan nationals or legal citizens who hold a valid passport and demonstrate the need to undertake imminent travel to a third country.

An emergency passport may only be issued when the valid Uruguayan passport has been stolen or lost, is damaged or has no remaining pages for immigration stamps. It may not be issued when the passport has expired.

Its issuance is subject to prior confirmation of the applicant’s identity and the applicant’s proper justification of the reasons for its issuance before the Uruguayan authorities through the corresponding Consulate.

An emergency passport is issued only when an urgent situation and the need to undertake imminent travel to a third country have been established. If the person is returning to Uruguay, a Travel Document Valid for a Single Journey to Uruguay (Válido por un solo viaje) must be issued instead.

Who may complete this procedure before a consulate?

• Natural-born Uruguayan citizens, meaning persons born within Uruguayan territory.
• Uruguayan nationals born abroad whose mother and/or father is Uruguayan, pursuant to Law No. 16,021.
• Uruguayan nationals born abroad whose grandmother and/or grandfather is Uruguayan, pursuant to Law No. 19,362.
• Uruguayan legal citizens.

If applicable, and you wish to apply for the issuance of an emergency passport at the Consulate General of Uruguay in Guangzhou, the specific requirements are as follows:

To apply for an emergency passport, you must submit:

• Documentary evidence clearly demonstrating the need to undertake imminent travel to a third country.
• Original Uruguayan identity card (cédula de identidad uruguaya). If unavailable, another identity document must be submitted.
• Original Uruguayan passport, if it remains in the applicant’s possession.
• Travel itinerary.
• If the passport was stolen or lost, a police report filed with the competent local authorities.

Important notes:

• Once an appointment has been arranged by email, the procedure must be completed exclusively in person before the Consulate.
• An emergency passport may only be requested if the previous Uruguayan passport was still valid.
• Issuance is not immediate, as it requires verification of the applicant’s identity and prior review by the competent authorities in Uruguay. Once the application has been authorized, the Consulate will contact the interested person.
• The emergency passport will be valid for a maximum of one year. However, if the previous passport expires before the end of that period, the emergency passport will remain valid only until the expiration date of the previous passport.
• In all cases, the emergency passport will permanently cease to be valid when its holder enters Uruguayan territory. Consequently, the holder must obtain a new passport in Uruguay before leaving the country again.

How is the procedure completed?

1. Complete the application form available for download at the end of this page.
2. Gather the required documentation applicable to your circumstances.
3. Request an appointment by emailing cgcanton@mrree.gub.uy and attaching the duly completed application form and digital copies of the corresponding documentation.
4. The Consulate will review the documentation and inform you whether any corrections, additional documents or translations are required. Once the requirements have been verified, the date and time of the appointment will be assigned.
5. Appear in person on the assigned date and at the assigned time, bringing all original documentation.

Cost

USD 36, payable in Chinese yuan (RMB). The amount payable in local currency will be determined according to the exchange rate in effect at the time the procedure is completed. Payment must be made by bank deposit using the account details provided on the day of the appointment.
