What is a passport?

A passport is a personal and individual travel document that establishes the identity of its holder and enables them to undertake international travel in accordance with the rules established by international agreements. It is issued by the National Directorate of Civil Identification (Dirección Nacional de Identificación Civil – DNIC) and, abroad, may also be applied for and renewed through the Republic’s consular offices in the cases provided for under the regulations in force. To be used for travel, the passport must be valid, in good condition and fully legible, and must contain a photograph that allows its holder to be clearly identified. If it has expired, been damaged, lost or stolen, if the holder’s identifying information has changed or if the pages intended for visas and immigration stamps have been exhausted, its renewal must be arranged in a timely manner, preferably before undertaking international travel.

If renewal is requested before the passport expires, it must be within the final 12 months of its validity period.

Passport renewal abroad

Uruguayan consulates may process ordinary passport renewals in accordance with the requirements established by the regulations in force. The procedure is personal and must be completed in person. It generally requires an appointment to be arranged in advance with the consulate having jurisdiction over the applicant’s place of residence, which may be identified through the Consular Map (Mapa Consular).

Before initiating the procedure, applicants are advised to verify that their passport is eligible for renewal abroad and that they meet the conditions established by the applicable regulations. In case of doubt, they may contact the Consulate General before requesting an appointment.

Who may complete this procedure at a Consulate?

• Natural-born Uruguayan citizens, meaning persons born within Uruguayan territory.
• Uruguayan nationals born abroad whose mother and/or father is Uruguayan, pursuant to Law No. 16,021.
• Uruguayan nationals born abroad whose grandmother and/or grandfather is Uruguayan, pursuant to Law No. 19,362.
• Uruguayan legal citizens.

If applicable, and you wish to renew your passport before the Consulate General of Uruguay in Guangzhou, the specific requirements are as follows:

• Adults who are natural-born Uruguayan citizens or Uruguayan nationals:

  • The passport to be renewed, regardless of its validity or condition.
  • If the passport was lost or stolen, a police report filed with the local police.
  • A criminal record or police clearance certificate issued in the applicant’s place of residence, apostilled and accompanied by an official Spanish translation.
  • A certified copy of the birth record as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).

• Uruguayan legal citizens: 

  • The passport to be renewed, regardless of its validity or condition.
  • If the passport was lost or stolen, a police report filed with the local police.
  • A criminal record or police clearance certificate issued in the applicant’s place of residence, apostilled and accompanied by an official Spanish translation.
  • Citizenship Certificate (Carta de Ciudadanía) issued by the Electoral Court (Corte Electoral).
  • Civic Credential (Credencial Cívica), when more than three years have elapsed since the corresponding Citizenship Certificate (Carta de Ciudadanía) was granted.
  • A certified copy of the birth record as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).
  • An Affidavit stating that the applicant has not acquired a third citizenship (Declaración Jurada de no haber adquirido una tercera ciudadanía), in the case of persons residing abroad. This document is prepared in coordination with the Consulate General and signed in person when the procedure is completed.

• Minors: 

  • The passport to be renewed, regardless of its validity or condition.
  • A current certified copy of the Uruguayan birth record, issued within the previous 30 days, as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).
  • If the passport was lost or stolen, a police report filed with the local police.
  • Application form, available for download at the end of this page.
  • Authorization for a Minor (Permiso de menor) if both parents will not appear in person at the renewal appointment.

• Issuance of an Authorization for a Minor:

Persons under 18 years of age are considered minors. To issue or renew a minor’s passport, authorization is required from those exercising parental authority—usually the minor’s parents—or, where applicable, from their guardians or legal representatives.

As a general rule, the minor must appear in person before the Consulate accompanied by both parents exercising parental authority or by their guardians or legal representatives, who must provide the corresponding authorization in person. Parentage must be established through a certified copy of the minor’s birth record. The parents, guardians or legal representatives appearing for the procedure must also present valid Uruguayan or foreign identity documents.

When one parent is unable to appear in person, authorization must be granted in advance by means of an Authorization for a Minor (Permiso de menor), according to the applicable circumstances:

• If the parent is in Uruguay: they must grant authorization for the issuance or renewal of the minor’s passport before the Travel Documentation Department (Departamento de Documentación de Viaje) of the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores), located at Cuareim 1384, Montevideo, Monday through Friday from 10:00 a.m. to 3:00 p.m.

• If the parent is abroad: they must grant authorization before the Consulate of the Republic (Consulado de la República) nearest to their place of residence.

• If one parent is deceased: the corresponding death certificate must be submitted. If issued in Uruguay, it must have been issued within the previous 30 days. If issued abroad, it must have been issued within the previous year and be duly legalized or apostilled, as applicable.

Important: If both parents are not expected to appear for the renewal of a minor’s passport, the corresponding Authorization for a Minor (Permiso de menor) must be obtained before requesting an appointment. Without this authorization, the Consulate will be unable to accept the application.

How is the procedure completed?

1. Complete the application form available for download at the end of this page.
2. Gather the required documentation applicable to your circumstances.
3. Request an appointment by emailing cgcanton@mrree.gub.uy and attaching the duly completed application form and digital copies of the corresponding documentation.
4. The Consulate will review the documentation and inform you whether any corrections, additional documents or translations are required. Once the requirements have been verified, the date and time of the appointment will be assigned.
5. Appear in person on the assigned date and at the assigned time, bringing all original documentation.

Cost

USD 36, payable in Chinese yuan (RMB). The amount payable in local currency will be determined according to the exchange rate in effect at the time the procedure is completed. Payment must be made by bank deposit using the account details provided on the day of the appointment.

Delivery time

The procedure is initiated at the Consulate, while the corresponding verification and printing processes continue in Uruguay. Processing and delivery times may therefore vary. If the procedure is completed without observations or complications, the passport is usually available for collection at the Consulate between 30 and 45 days after the application is initiated. 

Once the passport has been received by the Consulate from Uruguay, the interested person will be notified by email and must appear in person to collect it.
