What is a power of attorney for procedures before AFAP, BPS and DNM?

A power of attorney (carta poder) allows a person in Uruguay to act on behalf of the person granting it in certain procedures before an AFAP, the BPS, or the DNM.

It may be used, among other purposes, to request reimbursement of contributions made to an AFAP or to carry out procedures related to benefits and social security matters.

The scope of the representation will be determined by the powers expressly included in the power of attorney (carta poder).

Who may do this procedure through the Consulate? 

Adults residing within the jurisdiction of the Consulate General of Uruguay in Guangzhou who need to appoint a person in Uruguay to carry out the procedures covered by the power of attorney (carta poder).

The person granting the power of attorney must appear in person before the Consulate.

Requirements

To arrange an appointment, the following documentation and information must be submitted:

From the person granting the power of attorney

• Copy of a valid Uruguayan passport or National Identity Document (DNI) (Identity Card / Cédula de Identidad).
• Full address.
• Telephone number and email address.
• Marital status.
• If married, the spouse’s full name and an indication of whether it is a first or subsequent marriage.

From the attorney-in-fact

• Copy of a valid Uruguayan National Identity Document (DNI) (Identity Card / Cédula de Identidad).
• Full address in Uruguay.

The Consulate may request additional information or documentation depending on the content and purpose of the power of attorney (carta poder).

How is the procedure initiated?

The required documentation and information must be sent in advance by email.

Once reviewed, the Consulate will prepare the document and arrange an in-person appointment. On the day of the appointment, the applicant must present their original valid National Identity Document (DNI) (Identity Card / Cédula de Identidad) and sign the power of attorney (carta poder) before the consular officer.

The power of attorney template (modelo de carta poder) available at the end of this page may be used as a reference and for consultation with your notary public or advisor in Uruguay. It must not be completed or signed in advance, as it will be signed before the Consulate.

Important

Before starting the procedure, it is advisable to confirm with the AFAP, the BPS, or the receiving institution that a consular power of attorney (carta poder consular) is appropriate for the intended procedure and whether any specific authority or information must be included.

Fee

This procedure is free of charge.

Consular jurisdiction

The Consulate General of Uruguay in Guangzhou receives applications from persons residing in Guangdong, Fujian, Hunan, Hainan, Guizhou, and the Guangxi Zhuang Autonomous Region.
