Consulate General in Guangzhou

What is it?

A power of attorney (carta poder) is an authorization through which one person, known as the principal, designates another person, known as the attorney-in-fact, to act on their behalf before the Social Security Bank (Banco de Previsión Social - BPS).

It may be used to carry out the procedures expressly specified in the document, in accordance with the powers accepted by the BPS.

This power of attorney has a specific scope and does not replace a general or special power of attorney when the nature of the act requires a notarial instrument.

Who may do this procedure?

Adults who reside within the jurisdiction of the Consulate General of Uruguay in Guangzhou and need to designate a person to represent them before the BPS.

Requirements

To initiate the procedure, the following information must be submitted by email:

Information concerning the person granting the power of attorney:

• Full given name(s) and surname(s).
• Uruguayan identity card (cédula de identidad uruguaya) number.
• Current address.
• Telephone number.
• Marital status.
• If married, the spouse’s full name and whether it is the person’s first or a subsequent marriage.
• Pension or benefit number, if applicable.
• Copy of a valid Uruguayan identity card (cédula de identidad uruguaya) or Uruguayan passport.

Information concerning the person to be designated as attorney-in-fact:

• Full given name(s) and surname(s).
• Uruguayan identity card (cédula de identidad uruguaya) number.
• Full address.
• Copy of a valid identity card.

The Consulate may request additional information or documentation depending on the powers to be included.

How is the procedure initiated?

The required information and documentation must be submitted to the Consulate by email.

Once the documentation has been reviewed, an appointment will be arranged. The principal must appear in person, present their original identity document and sign the power of attorney before the consular officer.

The person designated as attorney-in-fact is not required to appear.

What must be done afterwards?

The original document must be sent to the attorney-in-fact in Uruguay so that it may be submitted to the BPS and the registration of the representation may be requested.

Powers of attorney executed abroad must be submitted to the BPS within 180 days of their date of issuance. The BPS will determine the validity period of the registered representation in accordance with the powers granted and the applicable regulations.

Where applicable, the consular officer’s signature must be legalized by the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores) in Uruguay before the document is submitted to the BPS.

Cost

The issuance of a power of attorney intended exclusively for submission to the BPS is free of charge.

Consular Jurisdiction

The Consulate General of Uruguay in Guangzhou may issue powers of attorney for persons residing in Guangdong, Fujian, Hunan, Hainan, Guizhou and the Guangxi Zhuang Autonomous Region.
