What is the Travel document valid for a single journey to Uruguay?

The Travel document valid for a single journey to Uruguay (Válido por un solo viaje de regreso a la República), traditionally known as a safe-conduct document (salvoconducto), is a travel document issued by Uruguayan Consular Offices (Oficinas Consulares uruguayas) to persons who need to return to Uruguay and do not hold a valid passport that would allow them to make the journey.

You may apply for this document only if you have previously held a Uruguayan identity card (documento nacional de identidad / cédula de identidad) or passport.

This document is issued exclusively for travel to Uruguay and may be used only once. It is valid for eight consecutive calendar days and is retained by the National Directorate of Migration (Dirección Nacional de Migración) upon entry into the national territory.

The Travel document valid for a single journey to Uruguay (Válido por un solo viaje) does not replace an ordinary passport. Therefore, if the person needs to leave Uruguay again, they must first obtain a new passport in the Republic.

The applicant’s identity must be confirmed by comparing it against the information registered with the National Directorate of Civil Identification (Dirección Nacional de Identificación Civil). The document cannot be issued if the person’s identity cannot be confirmed.

Applicants are advised to verify in advance that any countries where connections will take place permit transit using this document.

If the person needs to travel to a third country, they should not apply for this document. In such cases, please determine whether they meet the conditions for obtaining an Emergency Passport (Pasaporte de emergencia).

Who may apply for this procedure before the Consulate?

• Natural-born Uruguayan citizens, meaning persons born within Uruguayan territory.
• Uruguayan nationals born abroad whose mother and/or father is Uruguayan, pursuant to Law No. 16,021.
• Uruguayan nationals born abroad whose grandmother and/or grandfather is Uruguayan, pursuant to Law No. 19,362.
• Uruguayan legal citizens.

If applicable, and you wish to apply for the issuance of a Travel document valid for a single journey to Uruguay at the Consulate General of Uruguay in Guangzhou, the specific requirements are as follows:

Requirements for Adults

• Original or copy of a Uruguayan identity card (documento nacional de identidad - DNI / cédula de identidad) or passport, if available.
• Original and copy of another identity document if the applicant does not hold Uruguayan documentation.
• Complete travel itinerary, with Uruguay as the final destination.
• In the event of theft or loss, a police report filed with the competent local authorities.

Requirements for Minors

• Original or copy of a Uruguayan identity card (documento nacional de identidad - DNI / cédula de identidad) or passport, if available.
• Original and copy of another identity document if the minor does not hold Uruguayan documentation.
• Complete travel itinerary, with Uruguay as the final destination.
• In the event of theft or loss, a police report filed with the competent local authorities.
• The minor’s birth certificate.
• Valid identity documents of both parents.
• Authorization from those exercising parental authority or, where applicable, from the minor’s guardians or legal representatives.

The minor must appear accompanied by both parents, who must provide their authorization in person.

If either parent is unable to appear, the corresponding Authorization for a Minor (permiso de menor) must be obtained in advance:

• If the parent is in Uruguay, before the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores).
• If the parent is abroad, before the Uruguayan Consular Office (Oficina Consular uruguaya) corresponding to the place where they are located.

Important note: The Authorization for a Minor (permiso de menor) must be obtained before requesting an appointment. Without the corresponding authorization, the Consulate will be unable to accept the application.

How is the Procedure Completed?

• Gather the required documentation applicable to your circumstances.
• Request an appointment by emailing cgcanton@mrree.gub.uy and attaching digital copies of the corresponding documentation.
• The Consulate will review the documentation and inform you whether any corrections, additional documents or translations are required. Once the requirements have been verified, the date and time of the appointment will be assigned.
• Show up in person on the assigned date and at the assigned time, bringing all original documentation.

Cost

The procedure is free of charge when requested as a result of the theft or loss of a Uruguayan passport, provided that the corresponding police report is submitted.

In all other cases, the fee is USD 18, payable in Chinese yuan (RMB). The amount payable in local currency will be determined according to the exchange rate in effect at the time the procedure is completed. Payment must be made by bank deposit using the account details provided on the day of the appointment.
