Issuance of a passport for the first time
Who can carry out this procedure?
- Persons born in Uruguay
- Children of Uruguayan nationals born abroad (Law 16.021)
- Grandchildren of Uruguayan nationals born abroad (Law 19.362)
Requisitos para personas mayores de edad:
- Valid Uruguayan birth certificate (issued within the last 30 days)
- Police Clearance Certificate (Criminal Record Check) issued by the Australian Federal Police or the Ministry of Justice of New Zealand, apostilled by the Australian Department of Foreign Affairs and Trade or the Ministry of Internal Affairs of New Zealand (as applicable), and translated into Spanish (maximum validity: 90 days)

Note: Spanish translation of the Police Clearance Certificate can be done at the Consulate for a fee of 84 Australian dollars. The amount may vary depending on the exchange rate between the Australian and US dollar.
Requirements for adults born abroad to a Uruguayan parent (Law 16.021):

- Valid Uruguayan birth certificate of the Uruguayan-born parent

- Valid Uruguayan birth certificate registered in Uruguay or at the Consulate General.
- Valid Uruguayan birth certificate of the Uruguayan-born grandparent
- Valid birth certificate of the applicant’s mother or father
- Police Clearance Certificate (see details above)
- Completed application form (available at the bottom of this page)

Authorisation for minors:
Minors must attend the appointment accompanied by both parents, who must authorise the procedure in person.
If one of the parents cannot attend, their absence must be justified according to the case:
- If the parent is in Uruguay: Authorisation must be obtained at the Travel Document Department of the Ministry of Foreign Affairs (Cuareim 1384, Monday to Friday, from 10:00 a.m. to 3:00 p.m.)
- If the parent is abroad: Authorisation must be processed at the nearest Uruguayan Consulate
- In case of death of one of the parents: A death certificate must be presented. If Uruguayan, it must have been issued within the last 30 days. If foreign, it may be up to one year old, and must be duly legalised or apostilled.
Important: The authorisation must be obtained before requesting an appointment. The process cannot proceed without it.
How to begin the procedure?
- Complete the application form (available at the bottom of this page)
- Gather the required documents based on your case (adult, minor, born in Uruguay or abroad, etc.)
- Request an appointment by emailing cgsydney@mrree.gub.uy, attaching the form and supporting documents
- Attend the appointment in person with the complete set of original documents
- Cost: 112 Australian dollars for the first-time passport issuance and 84 Australian dollars for Spanish translation of the Police Clearance Certificate (for adults). Fees may vary depending on the current exchange rate between the Australian and US dollar. Payment is to be made on the day of your appointment via bank deposit in Australian dollars.
