First-Time Passport Issuance
Eligible Applicants
- Persons born in Uruguay
- Children of Uruguayans born abroad (Law No. 16.021)
- Grandchildren of Uruguayans born abroad (Law No. 19.362)
Requirements for Adults
- Valid Uruguayan birth certificate (issued within the last 30 days)
- Criminal Record Certificate (Police Check) issued by the Royal Canadian Mounted Police (RCMP) and subsequently apostilled by Official Documents Services (777 Bay St., Toronto; Tel. 416-325-8416) (maximum validity: 180 days)

- Valid birth registration recorded in Uruguay
- Valid Uruguayan birth certificate of the mother or father born in Uruguay
- Valid Uruguayan birth certificate (issued within the last 30 days)

- Valid birth registration recorded in Uruguay (issued within the last 30 days)
- Valid Uruguayan birth certificate of the mother or father born in Uruguay
- Valid identity documents of both parents

Requirements for Minors Born Abroad to a Grandparent Born in Uruguay (Law No. 19.362)
- Valid birth registration recorded in Uruguay (issued within the last 30 days)
- Valid Uruguayan birth certificate of the grandparent born in Uruguay
- Valid birth certificate of the mother or father if it is a Uruguayan birth certificate
- Valid identity documents of both parents

Authorization for Minors:
Minors must appear accompanied by both parents, who must authorize the procedure in person. If one of the parents is unable to be present, the absence must be justified according to the circumstances:
If the parent is in Uruguay: obtain a minor’s authorization for the issuance of a passport for the first time at the Travel Documentation Department of the Ministry of Foreign Affairs (Cuareim 1384, Monday to Friday, from 10:00 a.m. to 3:00 p.m.).
If the parent is abroad: obtain a minor’s authorization authorizing the issuance of a passport for the first time at the Uruguayan Consulate closest to the location where the parent is staying.
In the event of the death of one of the parents: a death certificate must be submitted. If the death certificate is Uruguayan, it must have been issued within the last 30 days. If it is foreign, it must have been issued within the last year and must be duly legalized or apostilled.
Important: The minor’s authorization must be obtained before requesting an appointment for the procedure. The application cannot be processed without this authorization.
Procedure:
- Complete the application form (available for download at the bottom of the page).
- Gather the required documentation according to your circumstances (adult or minor, etc.).
- Request an appointment by sending an email to cgtoronto@mrree.gub.uy, attaching the completed form and the corresponding documentation.
- Appear in person with all required documentation on the day of the appointment.
- Fee: 4 consular units, corresponding to the first-time passport issuance.
