Uruguay’s Participation in the CELAC–European Union Summit

As Uruguay will assume the pro tempore presidency of Community of Latin American and Caribbean States (CELAC) starting in March 2026, it served as one of the co-chairs of the session, together with the host, Gustavo Petro, and António Costa.
The presence of senior authorities from Latin American countries, members of the European Union, and international organizations provided an opportunity to hold several bilateral meetings. Among them were meetings with Sergio Díaz-Granados and Nadia Calviño.
On the European side, meetings were also held with António Costa; the Executive Vice-President for a Clean, Just and Competitive Transition, Teresa Ribera; and the High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, Kaja Kallas. A meeting was also held with Thomas Byrne in view of the second half of 2026, when Uruguay and Ireland will hold the pro tempore presidencies of MERCOSUR and the European Union, respectively.
The opening remarks and the speech delivered by Minister Mario Lubetkin can be viewed in the video below.
