First-time passport application (born abroad to a mother/father born in Uruguay)
Requirements
For adults
- Uruguayan identity card, if you have one.
- Valid Uruguayan birth certificate (issued within the last 30 days). The birth certificate can be requested through the Consulate.
- Valid Uruguayan birth certificate of mother/father born in Uruguay (issued within the last 30 days). The birth certificate can be requested through the Consulate.
- German Criminal Record Certificate valid for a maximum of 90 days, duly apostilled by the German Federal Ministry of Foreign Affairs and translated into Spanish. The translation is done at the Consulate and costs 45 euros (the amount may vary depending on the current exchange rate).
For minors
- Uruguayan identity card, if you have one.
- Valid Uruguayan birth certificate (issued less than 30 days ago). The birth certificate can be requested through the Consulate.
- Valid identity document of both parents.
- Valid Uruguayan birth certificate of mother/father born in Uruguay (issued less than 30 days ago). The birth certificate can be requested through the Consulate.
Important: Authorisation for minors
In all cases, minors must be accompanied by both parents, who must authorise the procedure in person.
If one of the parents is not present to carry out the procedure, their absence may be justified as follows:
- If they are in Uruguay: apply for a minor's permit for the issuance of a passport at the Travel Documentation Department of the Ministry of Foreign Affairs (Calle Cuareim 1384, Monday to Friday from 10:00 to 15:00).
- If they are abroad: apply for a minor's permit authorising the issuance of a passport at the corresponding Uruguayan Consulate.
It is important to have this minor's permit before requesting an appointment for the issuance of a passport, since without authorisation, it is not possible to complete the procedure.
In case of death of one of the parents: submit a death certificate. If the certificate is Uruguayan, it must have been issued less than 30 days ago and can be requested through the Consulate. If it is foreign, it must have been issued less than a year ago and be duly apostilled.
How to apply?

Once the documentation has been verified, you will be given an appointment to appear in person at the Consulate on the date and time indicated.
On the day of the appointment, you must present the original documentation, otherwise the application cannot be completed.
Cost
60 euros (the amount may vary depending on the current exchange rate). Payment will be made by bank transfer. The payment details will be provided after you have sent all the documentation by email.
Processing times
From the date of the appointment, the estimated time frame is 4 to 6 weeks, given that the passport is printed by the National Civil Identification Directorate in Uruguay and then sent to the Consulate.
The passport issuance process begins and ends at the same Consular Office. It is not possible to collect the passport at another Consulate or in Uruguay.
