EU–LAC Bi-regional Pact on Care

Between 4 and 6 May 2026, the Deputy Director-General for Political Affairs at the Ministry of Foreign Affairs, Ambassador Noelia Martínez, and the Deputy to the National Secretariat for Care, Ms Valentina Perrotta, took part in meetings and activities organized within the framework of the Bi-regional Pact on Care between the European Union (EU) and Latin America and the Caribbean (LAC), held in Berlin.

In this context, the first meeting of the Pact’s national focal points took place, co-chaired by Uruguay in its capacity as Pro Tempore Presidency of the Community of Latin American and Caribbean States and organized by the European External Action Service (EEAS) and the European Commission.

This meeting was attended by representatives from the European Union and Latin American and Caribbean countries that are party to the Pact, and marked the formal launch of the Pact’s implementation, establishing its working methods and priorities for the period 2026–2027.


In addition, the EU-LAC Multi-Stakeholder Forum on long-term care in Europe, Latin America and the Caribbean, organized by the EU-LAC Foundation, took place. This event was attended by representatives from governments, international organizations, academia and civil society.  It is worth noting that this forum combined plenary sessions with parallel sessions dedicated to the exchange of best practices and the organization of idea labs, which enabled participants to address various aspects of long-term care, including the professionalization of the sector, funding strategies and innovations in service provision. It is worth noting that, in this context, Uruguay was repeatedly highlighted as a benchmark in the field of care systems.
