First-Time Passport Application
Who may apply for this procedure?
Persons born in Uruguay, children of Uruguayans born abroad (Law 16.021), grandchildren of Uruguayans born abroad (Law 19.362).
Requirements
Adults
Born in Uruguay:
- Valid Uruguayan identity card.
- Valid Uruguayan birth certificate (issued within the last 30 days).
- Israeli criminal background certificate, duly apostilled at the Israeli Ministry of Foreign Affairs (non-digital).
Born abroad to a mother/father born in Uruguay (Law 16.021):
- Uruguayan identity card (if available) and a valid passport from the country of birth.
- Birth certificate registered in Uruguay, valid (issued within the last 30 days).
- Uruguayan birth certificate of the mother/father born in Uruguay, valid (issued within the last 30 days).
- Israeli criminal background certificate, duly apostilled at the Israeli Ministry of Foreign Affairs (non-digital).
Important:
If both parents were born in Uruguay, their first and last names must appear on the child’s birth certificate written exactly as they appear in the Uruguayan birth certificate.
Born abroad to a grandmother/grandfather born in Uruguay (Law 19.362):
- Uruguayan identity card (if available) and a valid passport from the country of birth.
- Birth certificate registered in Uruguay, valid (issued within the last 30 days). If the birth was not registered in Uruguay, please refer to the procedure Birth Inscription.
- Uruguayan birth certificate of the grandmother/grandfather born in Uruguay, valid (issued within the last 30 days).
- Valid birth certificate of the mother/father (if Uruguayan, issued within the last 30 days; if foreign, issued within the last year and duly apostilled at the Israeli Ministry of Foreign Affairs, non-digital).
- Israeli criminal background certificate, issued within the last 180 days, duly apostilled at the Israeli Ministry of Foreign Affairs (non-digital).
Important:
If both grandparents were born in Uruguay, their first and last names must appear on the grandchild’s birth certificate written exactly as they appear in Uruguay.
Minors
Born in Uruguay:
- Valid Uruguayan identity card.
- Valid Uruguayan birth certificate (issued within the last 30 days).
- Valid passports of both parents.
Born abroad to a mother/father born in Uruguay (Law 16.021):
- Uruguayan identity card (if available) and a valid passport from the country of birth.
- Birth certificate registered in Uruguay, valid (issued within the last 30 days).
- Uruguayan birth certificate of the mother/father born in Uruguay, valid (issued within the last 30 days).
- Valid passports of both mother and father.
Born abroad to a grandmother/grandfather born in Uruguay (Law 19.362):
- Uruguayan identity card (if available) and a valid passport from the country of birth.
- Birth certificate registered in Uruguay, valid (issued within the last 30 days).
- Uruguayan birth certificate of the grandmother/grandfather born in Uruguay, valid (issued within the last 30 days).
- Valid birth certificate of the mother/father (if Uruguayan, issued within the last 30 days; if foreign, the certificate must be in English and Hebrew and duly apostilled).
- Valid passports of both mother and father.
Notes:
Minors must always attend the appointment accompanied by both mother and father, who must authorize the procedure in person. If one of the parents is not present, the absence may be justified as follows:
- If the parent is in Uruguay: obtain a minor’s authorization for first-time passport issuance from the Travel Documentation Department of the Ministry of Foreign Affairs (Cuareim 1384, Monday to Friday, 10:00 a.m. to 3:00 p.m.).
- If the parent is abroad: obtain a minor’s authorization for first-time passport issuance from the nearest Uruguayan Consulate. It is important to have this authorization before requesting the appointment, as the procedure cannot be carried out without it.
- If the mother/father has passed away: submit a death certificate (if Uruguayan, issued within the last 30 days; if foreign, duly apostilled at the Israeli Ministry of Foreign Affairs (non-digital) and translated by one of the Honorary Consuls).
Procedure:
After obtaining all of the pertinent documentation, it must be scanned and send to be checked and for an appointment to be scheduled, via WhatsApp +972 55 9893089 or e-mail consulado@emburuguay.co.il.
Cost:
- USD 72 (the equivalent amount in shekels will be paid according to the exchange rate of the first day of the current month).
- Translation cost per document: USD 54 (the equivalent amount in shekels will be paid according to the exchange rate of the first day of the current month).
- Payment must be made by bank transfer or in cash deposited at the bank branch nearest to the Consular Office.
