  • If one of the parents is abroad: request a minor’s permit authorizing the issuance of a passport for the first time at the nearest Uruguayan Consulate. It is important to have this minor’s permit before requesting an appointment for the minor’s first passport, since without authorization, the procedure cannot be carried out.
