Nº 08/16: Consejo de Seguridad de Naciones Unidas - Situación en Haití
COMUNICADO DE PRENSA Nº 08/16
El Gobierno de la República Oriental del Uruguay informa que en el día de la fecha, el Consejo de Seguridad de las Naciones Unidas, emitió una Declaración de Prensa sobre la situación en Haití. En dicha declaración, los miembros del Consejo de Seguridad expresaron su gran preocupación respecto de los acontecimientos que condujeron a la postergación indefinida de la ronda final del proceso electoral en dicho país.
Asimismo, expresaron su preocupación de que el retraso en las elecciones pudiera socavar la capacidad de Haití para hacer frente a los retos económicos, sociales y de seguridad que enfrenta. Al mismo tiempo exhortaron al Poder Ejecutivo, al Parlamento, y los actores políticos relevantes de Haití, a llegar a un acuerdo al 7 de febrero, para proporcionar una hoja de ruta con miras a una rápida conclusión del actual ciclo electoral, que permita al pueblo haitiano la oportunidad de votar por sus representantes elegidos de forma libre, justa, inclusiva y transparente.
Los miembros del Consejo resaltaron el papel que está cumpliendo la Misión de las Naciones Unidas para la Estabilización de Haití (MINUSTAH) y la Policía Nacional de Haití, en sus esfuerzos para contener la violencia y proteger a la población civil; y destacaron particularmente los continuados esfuerzos de las Naciones Unidas y sus Estados Miembros, así como de otras agencias multilaterales y organizaciones regionales, a efectos de contribuir con las necesidades más urgentes de Haití.

Security Council Press Statement on Haiti

The members of the Security Council expressed their strong concern regarding the developments leading to the indefinite postponement of the final round of elections in Haiti, scheduled to have taken place on December 27 and postponed, for the second time, to January 24.
The members of the Security Council expressed their concern that the delay in elections may undermine Haiti’s ability to address the security, economic and social challenges it faces, and strongly encouraged the Executive, the Parliament, and the relevant political actors to come to an agreement by February 7, providing a Haitian-led and owned roadmap for the swift conclusion of the current electoral cycle to allow the Haitian people the opportunity to vote for their elected representatives in a free, fair, inclusive, and transparent contest.
The members of the Council commended the United Nations Stabilization Mission in Haiti (MINUSTAH) and the Haitian National Police for their efforts to contain the violence and protect the civilian population.
The members of the Security Council reiterated their strong condemnation of any attempt to destabilize the electoral process, in particular by force, and urged all candidates, their supporters, political parties and other political actors to remain calm, refrain from unlawful violence or any action that can further disrupt the electoral process and political stability, resolve any electoral disputes through established legal mechanisms, and to hold those responsible for such violence accountable.
The members of the Security Council welcomed the continued efforts of the United Nations, other multilateral agencies, regional organizations, and United Nations Member States in supporting Haiti’s critical needs.
The members of the Security Council expressed their intention to continue to follow closely the situation in Haiti.
