Declaración de los Cancilleres de la CELAC
Los Ministros y Ministras de Relaciones Exteriores de los Estados Miembros de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC), reunidos el 21 de setiembre de 2026 en Nueva York, en el marco de la Semana de Alto Nivel del 81º Período de Sesiones de la Asamblea General de las Naciones Unidas:
Reiteramos nuestro firme apego a los propósitos y principios de la Carta de las Naciones Unidas y al Derecho Internacional. Destacamos la histórica contribución de América Latina y el Caribe a la consolidación del multilateralismo, la paz, la seguridad y el desarrollo sostenible y el respeto a los derechos humanos. Resaltamos el firme compromiso de la Comunidad con nuestro estatus como zonal libre de armas nucleares, por virtud del Tratado de Tlatelolco, así como con los postulados de la Proclama de América Latina y el Caribe como Zona de Paz, que refrenda la voluntad de fomentar las relaciones de amistad y de cooperación entre los miembros de la CELAC y con otras naciones.
Convencidos de la importancia de promover un sistema internacional más inclusivo y representativo, ratificamos que ha llegado el momento de que una persona nacional de América Latina y el Caribe asuma la responsabilidad de ocupar el cargo de Secretario General de las Naciones Unidas, en coherencia con el principio de balance geográfico equitativo y con el fortalecimiento de la diversidad en la conducción de la Organización.
Consideramos que el nombramiento de una persona de nuestra región fortalecerá la capacidad de la ONU para afrontar los desafíos globales, promover la paz, el desarrollo y la justicia, y consolidar el multilateralismo y el Derecho Internacional y velar por que todas las regiones del mundo tengan voz en la orientación estratégica de la Organización.
Reiteramos nuestro llamado respetuoso al Consejo de Seguridad y a la Asamblea General de las Naciones Unidas para que esta posición regional sea debidamente considerada en el marco del proceso de consultas y decisiones relativas a la designación del próximo Secretario General de la ONU.
Reafirmamos nuestra voluntad de seguir actuando de manera constructiva, en unidad y con visión de futuro, para revitalizar y fortalecer el sistema multilateral, con el fin de avanzar hacia un mundo más justo, equitativo, unido y sostenible.

Statement by the Ministers of Foreign Affairs of CELAC on the selection process for the person who will hold the position of Secretary-General of the United Nations
The Ministers of Foreign Affairs of the Member States of the Community of Latin American and Caribbean States (CELAC), meeting on September 21, 2026, in New York, within the framework of the High-Level Week of the 81st Session of the United Nations General Assembly:
Reiterate our firm commitment to the purposes and principles of the Charter of the United Nations and international law. We highlight the historic contribution of Latin America and the Caribbean to the consolidation of multilateralism, peace, security, sustainable development, and respect for human rights. We underscore the Community's firm commitment to our status as a nuclear-weapon-free zone, by virtue of the Treaty of Tlatelolco, as well as to the principles of the Proclamation of Latin America and the Caribbean as a Zone of Peace, which reaffirms the will to foster relations of friendship and cooperation among CELAC members and with other nations.
Convinced of the importance of promoting a more inclusive and representative international system, we reiterate that the time has come for a national of Latin America and the Caribbean to assume the responsibility of holding the position of Secretary General of the United Nations, in accordance with the principle of equitable geographical balance and with the strengthening of diversity in the leadership of the Organization.
We believe that the appointment of a person from our region will strengthen the UN's capacity to address global challenges, promote peace, development, and justice, and consolidate multilateralism and International Law, and ensure that all regions of the world have a voice in the strategic direction of the Organization.
We reiterate our call on the Security Council and the General Assembly of the United Nations to give due consideration to this regional position in the context of the consultation and decision-making process regarding the appointment of the next UN Secretary-General.
We reaffirm our willingness to continue to act constructively, in unity and with a vision for the future, to revitalize and strengthen the multilateral system, with a view to advancing toward a more just, equitable, united, and sustainable world.
