Authorization for a minor
Information on the authorization that parents or legal representatives may grant for the issuance of a minor’s passport or, where applicable, to allow the minor to leave Uruguayan territory.
What is an authorization for a minor?
An Authorization for a Minor (Permiso de menor) is an express, documented authorization through which parents exercising parental authority, guardians or legal representatives consent to a Uruguayan person under 18 years of age obtaining a passport or traveling abroad.
This authorization must be obtained in advance when both parents or legal representatives will not appear for the passport issuance or renewal procedure or, where applicable, when the minor will travel abroad without being accompanied by both of them.
It does not need to be obtained separately when both parents or legal representatives appear for the passport procedure or travel with the minor, as they may provide or establish the corresponding authorization directly.
In the case of a travel authorization, the persons granting it may specify the number of authorized journeys, its validity period and the adults with whom the minor may travel.

Authorization for a minor abroad
Uruguayan consulates may receive and process the corresponding authorizations when one or both parents or legal representatives are abroad.
The procedure is personal and must be completed in person. It requires an appointment to be arranged in advance with the consulate having jurisdiction over the applicant’s place of residence, which may be identified through the Consular Map (Mapa Consular).
The authorization must be signed in person before the consular officer. The minor is not required to attend the appointment under any circumstances.
Before initiating the procedure, applicants are advised to verify whether their circumstances require an Authorization for a Minor (Permiso de menor) and to consult the documentation required according to the family circumstances and purpose of the authorization on the website of the National Directorate of Migration (Dirección Nacional de Migración).
In case of doubt, applicants may contact the Consulate General before requesting an appointment.
Who may complete this procedure before a consulate?
Parents exercising parental authority, guardians or legal representatives of the minor who are abroad.
If applicable, and you wish to complete the authorization for a minor procedure before the Consulate General of Uruguay in Guangzhou, the specific requirements are as follows:
- A valid National Identity Document (Documento Nacional de Identidad – cédula de identidad) and/or passport, in good condition, belonging to the person granting the authorization.
- A valid National Identity Document (Documento Nacional de Identidad – Cédula de Identidad) and/or passport belonging to the minor.
- The minor’s birth certificate:
- If a handwritten Uruguayan birth certificate is submitted, it must have been issued within the previous year.
- If a digital Uruguayan birth certificate is submitted, its date of issuance will not be subject to verification.
- If the birth certificate was issued abroad, it must be duly apostilled or legalized and, where applicable, translated into Spanish.
- Where applicable, the identity document or passport of the person with whom the minor will travel or who will continue the procedure in Uruguay.
How is the procedure completed?
- Gather the required documentation applicable to your circumstances.
- Request an appointment by emailing cgcanton@mrree.gub.uy and attaching digital copies of the corresponding documentation.
- The Consulate will review the documentation and inform you whether any corrections, additional documents or translations are required. Once the requirements have been verified, the date and time of the appointment will be assigned.
- Appear in person on the assigned date and at the assigned time, bringing all original documentation.
Cost
USD 18, payable in Chinese yuan (RMB). The amount payable in local currency will be determined according to the exchange rate in effect at the time the procedure is completed. Payment must be made by bank deposit using the account details provided on the day of the appointment.
