Criminal Record Certificate
Information on how to request from abroad a certificate attesting to the existence or absence of a criminal record in Uruguay.
What is the Criminal Record Certificate?
The Criminal Record Certificate (Certificado de antecedentes judiciales) is a document issued by the Ministry of the Interior (Ministerio del Interior) certifying whether a person has a criminal record in Uruguayan territory. It is also known as a Certificate of Good Conduct (certificado de buena conducta) or Police Clearance Certificate (certificado de antecedentes penales).
To request a Criminal Record Certificate (Certificado de antecedentes judiciales) in Uruguay, please visit the website of the National Directorate of Forensic Police (Dirección Nacional de Policía Científica).
Uruguayan consulates abroad may also issue Criminal Record Certificates (Certificados de antecedentes judiciales). Accordingly, the Consulate General of Uruguay in Guangzhou (Consulado General del Uruguay en Guangzhou) accepts applications from persons residing in Guangdong, Fujian, Hunan, Hainan, Guizhou and the Guangxi Zhuang Autonomous Region. Persons residing outside this jurisdiction must contact the corresponding Uruguayan consular office, whose contact details are available through the Consular Map (Mapa Consular).
Who May Complete This Procedure before the Consulate?
The certificate may be requested by persons over 18 years of age who are:
- Uruguayan nationals born within the national territory.
- Uruguayan nationals born abroad.
- Uruguayan legal citizens.
- Foreign nationals who reside or have resided in Uruguay.
Requirements
To initiate the procedure, the following must be submitted by email to cgcanton@mrree.gub.uy:
- Full given name(s) and surname(s).
- Uruguayan identity card (cédula de identidad uruguaya) number.
- Date and place of birth.
- A scanned copy of both sides of the Uruguayan identity card (cédula de identidad uruguaya) or of the biographical data page of the Uruguayan passport.
- In the case of foreign nationals, a copy of the identity document issued by their country of origin.
- A precise indication of the purpose of the request and the authority before which the certificate will be submitted.
- Current country and address of residence.
- Contact details.
The Consulate may request additional information or documentation when necessary to process the application.
How is the Procedure Initiated?
The application must be submitted by email to the Consulate General of Uruguay in Guangzhou (Consulado General del Uruguay en Guangzhou), together with the information and documentation indicated above.
Once the certificate has been issued, the Consulate will contact the interested person to arrange its delivery. If the original document must be collected, the person must appear in person with a valid identity document.
Important note: The procedure takes approximately five business days from the date on which it is initiated.
Apostille
The certificate issued by the Consulate is not apostilled.
If the authority before which it will be submitted requires the document to bear a Hague Apostille (Apostilla de La Haya), the procedure must be completed in Uruguay before the Ministry of the Interior (Ministerio del Interior) and subsequently before the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores). Applicants are advised to consult the receiving authority in advance regarding the applicable formal requirements.

The procedure completed through the Consulate is free of charge.
