What is a Passport?

A passport is a personal and individual travel document that certifies the identity of its holder and enables them to undertake international travel in accordance with the rules established by international agreements. It is issued by the National Directorate of Civil Identification (Dirección Nacional de Identificación Civil - DNIC) and, abroad, may also be applied for and renewed through Uruguay’s consular offices in the cases provided for under the regulations in force. To be used for travel, the passport must be valid, in good condition, fully legible and contain a photograph that allows its holder to be clearly identified.

Passport issuance abroad

Uruguayan consulates may process applications for the first-time issuance of ordinary passports in accordance with the requirements established by the regulations in force. The procedure is personal and must be completed in person. It generally requires an appointment to be arranged in advance with the consulate having jurisdiction over the applicant’s place of residence, which may be identified through the Consular Map (Mapa Consular).

Before initiating the procedure, applicants are advised to verify that they meet the conditions established by the applicable regulations. In case of doubt, they may contact the Consulate General before requesting an appointment.

Who may do this procedure at a Consulate?

• Natural-born Uruguayan citizens, meaning persons born within Uruguayan territory.
• Uruguayan nationals born abroad whose mother and/or father is Uruguayan, pursuant to Law No. 16,021.
• Uruguayan nationals born abroad whose grandmother and/or grandfather is Uruguayan, pursuant to Law No. 19,362.

If applicable, and you wish to apply for the first-time issuance of a passport before the Consulate General of Uruguay in Guangzhou, the specific requirements are as follows:

• Requirements for adults

  1. Uruguayan citizens born within Uruguayan territory

     • Valid National Identity Document – DNI (Documento Nacional de Identidad – Cédula de Identidad).
     • A certified copy of the Uruguayan birth certificate (Testimonio de Partida de Nacimiento uruguaya), issued within the previous 30 days, as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).
     • A criminal record or police clearance certificate issued in the applicant’s place of residence, apostilled and accompanied by an official Spanish translation.

  2. Uruguayan nationals born abroad whose mother and/or father Is Uruguayan (Law No. 16,021)

     • A certified copy of the Uruguayan birth certificate (Testimonio de Partida de Nacimiento uruguaya), issued within the previous 30 days, as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).
     • A certified copy of the Uruguayan birth certificate (Testimonio de Partida de Nacimiento uruguaya) of the applicant’s Uruguayan mother or father, as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).
     • A criminal record or police clearance certificate issued in the applicant’s place of residence, apostilled and accompanied by an official Spanish translation.

  3. Uruguayan nationals born abroad whose grandmother and/or grandfather is Uruguayan (Law No. 19,362)

     • A certified copy of the Uruguayan birth certificate (Testimonio de Partida de Nacimiento uruguaya), issued within the previous 30 days, as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).
     • A current birth certificate for the applicant’s mother or father through whom they are related to the Uruguayan grandmother or grandfather.
     • A certified copy of the Uruguayan birth certificate (Testimonio de Partida de Nacimiento uruguaya) of the applicant’s Uruguayan grandmother or grandfather, as registered with the General Directorate of the Civil Status Registry (Dirección General del Registro de Estado Civil).
     • A criminal record or police clearance certificate issued in the applicant’s place of residence, apostilled and accompanied by an official Spanish translation.

• Requirements for minors

  1. Uruguayan citizens born within Uruguayan territory

     • Authorization for a Minor (Permiso de menor) if both parents will not show upin person at the issuance appointment. 

  4. Issuance of an authorization for a minor

Persons under 18 years of age are considered minors. To issue or renew a minor’s passport, authorization is required from those exercising parental authorit, usually the minor’s parents, or, where applicable, from their guardians or legal representatives.

As a general rule, the minor must appear in person before the Consulate accompanied by both parents exercising parental authority or by their guardians or legal representatives, who must provide the corresponding authorization in person. Parentage must be established through a certified copy of the minor’s birth certificate. The parents, guardians or legal representatives appearing for the procedure must also present valid Uruguayan or foreign identity documents.

When one parent is unable to appear in person, authorization must be granted in advance by means of an Authorization for a Minor (Permiso de menor), according to the applicable circumstances:

• If the parent is in Uruguay, they must grant authorization for the issuance or renewal of the minor’s passport before the Travel Documentation Department (Departamento de Documentación de Viaje) of the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores), located at Cuareim 1384, Montevideo, Monday through Friday from 10:00 a.m. to 3:00 p.m.
• If the parent is abroad, they must grant authorization before the Consulate of the Republic (Consulado de la República) nearest to their place of residence.
• If one parent is deceased, the corresponding death certificate must be submitted. If issued in Uruguay, it must have been issued within the previous 30 days. If issued abroad, it must have been issued within the previous year and be duly legalized or apostilled, as applicable.

Important: If both parents are not expected to appear for the procedure to issue a minor’s passport, the corresponding Authorization for a Minor (Permiso de menor) must be obtained before requesting an appointment. Without this authorization, the Consulate will be unable to accept the application.

How is the procedure completed?

• Complete the application form available for download at the end of this page.
• Gather the required documentation applicable to your circumstances.
• Request an appointment by emailing cgcanton@mrree.gub.uy and attaching the duly completed application form and digital copies of the corresponding documentation.
• The Consulate will review the documentation and inform you whether any corrections, additional documents or translations are required. Once the requirements have been verified, the date and time of the appointment will be assigned.
• Appear in person on the assigned date and at the assigned time, bringing all original documentation.

Cost

USD 72, payable in Chinese yuan (RMB). The amount payable in local currency will be determined according to the exchange rate in effect at the time the procedure is completed. Payment must be made by bank deposit using the account details provided on the day of the appointment.

Delivery time

The procedure is initiated at the Consulate, while the corresponding verification and printing processes continue in Uruguay. Processing and delivery times may therefore vary. If the procedure is completed without observations or complications, the passport is usually available for collection at the Consulate between 30 and 45 days after the application is initiated.

Once the passport has been received by the Consulate from Uruguay, the interested person will be notified by email and must appear in person to collect it.
