Issuance of a passport for the first time
Who can carry out this procedure?
- People born in Uruguay
- Children of Uruguayans born abroad (Law 16.021)
- Grandchildren of Uruguayans born abroad (Law 19.362)
Requirements
For people of legal age:
- Valid Uruguayan birth certificate (issued less than 30 days)
- Police Check, issued by the Australian Federal Police, apostilled by the Australian Department of Foreign Affairs and Trade (DFAT) and translated into Spanish (maximum validity: 90 days).
- Application form (downloadable at the bottom of the page)
The translation of the Police Check into Spanish is done at the Consular Section, at a cost of 84 Australian dollars. The amount may vary depending on the current exchange rate between the Australian dollar and the US dollar.
For people born abroad to a mother/father born in Uruguay (Law 16.021):
- Birth certificate registered in Uruguay (issued less than 30 days)
- Valid Uruguayan birth certificate of mother/father born in Uruguay
- Police Check, issued by the Australian Federal Police, apostilled by the Australian Department of Foreign Affairs and Trade (DFAT) and translated into Spanish (maximum validity: 90 days).

- Mother/father's valid birth certificate
- Police Check, issued by the Australian Federal Police, apostilled by the Australian Department of Foreign Affairs and Trade (DFAT) and translated into Spanish (maximum validity: 90 days)

For minors:
For minors born abroad to a mother/father born in Uruguay (Law 16.021):

For minors born abroad to a grandmother/grandfather born in Uruguay (Law 19.362):
- Birth certificate registered in Uruguay (issued less than 30 days)
- Valid Uruguayan birth certificate, of grandmother/grandfather born in Uruguay
- Valid mother/father birth certificate if the certificate is Uruguayan
- Valid identity document of the mother and father

Authorisation for minors:
Minors must be accompanied by both parents, who must authorise the procedure in person.
If one of the parents cannot be present, the absence must be justified on a case-by-case basis:
- If the parent is in Uruguay: apply for a minor's permit for the issuance of a passport for the first time at the Department of Travel Documentation of the Ministry of Foreign Affairs (1384 Cuareim Street, Monday to Friday from 10:00 a.m. to 3:00 p.m.)
- If the parent is abroad: apply for a minor's permit authorising the issuance of a passport for the first time at the Uruguayan Consulate closest to the place where the parent is
- In the event of the death of one of the parents: a death certificate must be presented. If it is Uruguayan, with issuance of less than 30 days. If it is foreign, with up to 1 year of validity, duly legalised or apostilled.
Important: The minor's permit must be obtained before requesting the appointment for the procedure. The procedure may not be carried out without such authorisation.
How do I start the procedure?
- Complete the application form (downloadable at the bottom of the page)
- Gather the required documentation, depending on your situation (age, etc.)
- Request an appointment by sending an email to: uruaustralia@mrree.gub.uy, attaching the form, the corresponding documentation, and indicating in the subject of the email the requested procedure.
- Present yourself in person with the complete documentation on the day of the shift
- Cost: 112 Australian dollars for first-time issuance and 84 Australian dollars for Spanish translation of the Police Check (for people of legal age). The amount may vary according to the current exchange rate between the Australian dollar and the US dollar. Payment is made in cash on the day of the appointment.
