Consular services provided by the Consular Section of the Embassy of Uruguay in Berlin:

Identity and travel documentation

• Renewal of identity cards and passports.
• Issuance of a ordinary passport for the first time.
• Emergency passport issuance (just under specific and proven emergency situations and subject to authorization from competent authorities in Uruguay).
• Safe conduct for return to Uruguay.

Authorizations for minors.

• Minor's permission to travel abroad.
• Minor's permit to reside in Uruguay.
• Minor's permit to issue or renew a Uruguayan passport.

Powers of attorney and authorizations.

• Power of Attorney – Social Security Bank (BPS).
• Power of Attorney for AFAP reimbursement.
• General Power of Attorney or Special Power of Attorney.
• Authorize acts that can be performed by notaries public in Uruguay.

Registrations and certificates

• Birth registration on the Civil Registry of Uruguay (applies only to people born in Berlin).
• Testimony of birth certificates, marriage certificates, or death certificates.
• Certificate of Uruguay's judicial record (Uruguayan Police Check background).
• Proof of Life Certificate (for pension purposes only).

Procedures with Uruguayan organizations

• BPS Personal User Registration Request.
• Return to the Republic (Moving to Uruguay procedures).
• Visa applications for foreigners.

Consular assistance and protection

• Authorization procedures for the removal of ashes or mortal remains with destination Uruguay.
• Assistance to injured people.
• Information and advice to family members in cases of accidents, deaths or catastrophes.
• Interest in Uruguayan citizens detained or in prison and, under certain circumstances, transmission of messages to their relatives.
• Protection of minors or incapacitated persons, especially in relation to guardianships or conservatorships.
• Verification that citizens on trial have adequate defense and due process is respected.
• Request for the whereabouts of people before local authorities.
• Attention to inheritance issues of Uruguayan citizens who died abroad.
• Contact with family members to report situations and needs.
• Guidance on legal, medical, notarial assistance, among others.

What a Consulate CANNOT do for you?

Uruguayan consulates have specific consular assistance and protection functions. However, they are not authorized, and can not carry out the following procedures:

• Carry out procedures related to visas issued by German authorities and/or resident permits.
• Provide information on consular requirements established by German government and/or European authorities.
• Apply for the issuance, extension or modification of visas to enter or remain in Germany and/or the European Union.
• Request extensions or extensions of stay as a tourist.
• Intervening as a party in legal proceedings or preventing a person from being sent to prison.
• Provide legal advice or act on your behalf in court.
• Manage preferential treatment in hospitals, prisons or other institutions in the country of residence.
• Perform functions typical of travel agencies, employment agencies, airlines, banks or other private companies.
• Provide tickets or economic resources to return to Uruguay or to continue your journey, except in exceptional cases of humanitarian repatriation (Only under certain circumstances and fulfilling the specific rules and conditions, and with the previous authorization of the Ministry for Foreign Affairs of Uruguay).
• Take care of the payment of personal bills (accommodation, medical assistance, legal, etc.).
• Manage accommodation, employment, residence or work permits, or to act as a guarantor.
• Regularize your immigration status with local authorities.
