Who can apply?

• People born in Uruguay
• People born abroad to a mother/father born in Uruguay (Law 16.021)
• People born abroad to a grandmother/grandfather born in Uruguay (Law 19.362)
• Legal citizens

Requirements

For adults

• Uruguayan identity card, if you have one.
• Previous passport that is expired, damaged, has no pages left, or is valid for less than one year.
• In case of loss or theft, a police report filed with the Berlin police, which must include the passport number.
• Valid Uruguayan birth certificate (issued less than 30 days ago). The birth certificate can be requested through the Consulate.
• German Criminal Record Certificate valid for a maximum of 90 days, duly apostilled by the German Federal Ministry of Foreign Affairs and translated into Spanish. The translation is done at the Consulate and costs 45 euros (the amount may vary depending on the current exchange rate).

For minors

• Uruguayan identity card, if available.
• Previous passport that is expired, damaged, has no pages left, or is valid for less than one year.
• In case of loss or theft, a police report filed with the Berlin police, which must include the passport number.
• Valid Uruguayan birth certificate (issued within the last 30 days). The birth certificate can be requested through the Consulate.
• Valid identity documents for both parents.

Important: Authorisation for minors

Minors must be accompanied by both parents, who must authorise the procedure in person. 

If either parent is not present to carry out the procedure, their absence may be justified as follows:

• If they are in Uruguay: apply for a minor's permit for passport renewal at the Travel Documentation Department of the Ministry of Foreign Affairs (Calle Cuareim 1384, Monday to Friday from 10:00 to 15:00).
• If they are abroad: apply for a minor's permit authorising passport renewal at the relevant Uruguayan Consulate.

It is important that you have this minor's permission before requesting an appointment to renew your passport, as without this authorisation, it is not possible to complete the process.

In case of death of one of the parents: present the death certificate. If the certificate is Uruguayan, it must have been issued within the last 30 days and can be requested through the Consulate. If it is foreign, it must have been issued within the last year and be duly apostilled.

For legal citizens

• Uruguayan identity card, if you have one.
• Previous passport that is expired, damaged, has no pages left, or is valid for less than one year.
• In case of loss or theft, a police report filed with the Berlin police, which must include the passport number.
• Valid Uruguayan birth certificate (issued within the last 30 days). The birth certificate can be requested through the Consulate.
• German Criminal Record Certificate valid for a maximum of 90 days, duly apostilled by the German Federal Ministry of Foreign Affairs and translated into Spanish. The translation is done at the Consulate and costs 45 euros (the amount may vary depending on the current exchange rate).
• Citizenship letter
• Civic credential (if 3 years have passed since citizenship was granted)
• Sworn statement of not holding a third citizenship. This is done at the Consulate and costs approximately 45 euros (the amount may vary depending on the current exchange rate).

How to apply?

Send your application, attaching the required documents, to the following email address: urualemania@mrree.gub.uy

Once the documentation has been verified, you will be given an appointment to appear in person at the Consulate on the date and time indicated.

On the day of the appointment, you must present the original documentation, otherwise the process cannot be completed.

Cost

30 euros (the amount may vary depending on the current exchange rate). 

Payment will be made by bank transfer. The payment details will be provided after you have sent all the documentation by email.

Processing times

From the date of your appointment, the estimated delivery time is 4 to 6 weeks, as the passport is printed by the National Civil Identification Directorate in Uruguay and then sent to the Consulate.

The passport renewal process begins and ends at the same Consular Office. It is not possible to collect your passport at another Consulate or in Uruguay.
