Circular Note Nr. 02/2025 – Departmental and Municipal Elections – Justification for Failure to Vote

In view of the Departmental and Municipal Elections to be held on May 11, 2025 in Uruguay, the procedures for justifying failure to vote are hereby communicated.

Please be advised that the Electoral Court has established two mechanisms through which failure to vote due to being outside the country on election day may be justified:

  1. Persons who were outside the national territory may justify their failure to vote by submitting any documentary proof showing the dates of departure from and entry into the country, such as:
  • Certificate of Migration Movements issued by the National Directorate of Migration;
  • Passport with exit and entry stamps to/from the Republic;
  • Travel tickets proving such circumstances;
  • Proof of employment abroad or other documents of a similar nature.

The deadline to submit the justification on these grounds is 30 days from the citizen’s entry into national territory.

  1. Connationals residing abroad must appear at the Consulate from the date hereof until May 30, 2025, in order to request their certificate of absenteeism. To request an appointment, they must contact via WhatsApp at 055-9893089. The certificate will be issued free of charge. Once the electoral absenteeism certificate has been issued, the interested party may upload the documentation as of May 13, 2025 through the Electoral Court’s website.

The period established by the Electoral Court to submit justifications for failure to vote will be from May 13 to June 12, 2025.
