What is a certified copy of a civil-status record?

Birth, marriage and death certificates are public documents that certify civil-status events and acts registered in Uruguay.

Certificates relating to events that occurred abroad and were previously registered with the Uruguayan Civil Status Registry (Registro de Estado Civil) may also be requested through this service.

What certificates may be requested?

The following certificates may be requested through the Consulate:

• Birth certificate.
• Marriage certificate.
• Death certificate.
• Acknowledgment of parentage certificate.

Whether the certificate can be obtained and how long the process will take will depend on whether the record has been incorporated into the registries and digital systems of the Civil Status Registry (Registro de Estado Civil).

Who may complete this procedure?

Those who need to obtain a Uruguayan birth, marriage, acknowledgment of parentage or death certificate for procedures in China or Uruguay, or before other authorities.

When the certificate contains restricted-access information, the Consulate may request documentation establishing the applicant’s identity, relationship to the person named in the record or legitimate interest in requesting it.

Requirements

To request a certificate, applicants must provide as much of the following information as possible:

• Type of certificate requested.
• Full given name(s) and surname(s) of the person or persons registered.
• Date and place of the birth, marriage, acknowledgment of parentage or death.
• Identity card number, if known.
• Given name(s) and surname(s) of the parents when requesting a birth certificate.
• Registry office, judicial section, record number, book and year of registration, if known.
• A copy of a previously issued certificate, if available.
• A copy of the applicant’s identity document.
• Purpose of the request and the authority before which the document will be submitted.
• Contact details.

A lack of precise information may make it difficult or impossible to locate the certificate.

How is the procedure initiated?

The request must be submitted by email to the Consulate General of Uruguay in Guangzhou at cgcanton@mrree.gub.uy, together with the available information and documentation.

Once the certificate has been located and issued, it will be sent to the email address provided. If a physical copy is required, it must be expressly requested so that its delivery may be arranged.

Direct online request

Certificates that have been digitized may also be requested directly, without the Consulate’s involvement, through the online Certificate Request (Solicitud de partidas) service.

Digital certificates issued by the Civil Status Registry (Registro de Estado Civil) are official documents, and their authenticity may be verified electronically.

Apostille

Obtaining the certificate does not automatically include its apostille.

If the document will be submitted to a Chinese or other foreign authority, applicants are advised to confirm in advance whether it must bear a Hague Apostille (Apostilla de La Haya). If required, the apostille must be obtained from the Ministry of Foreign Affairs of Uruguay (Ministerio de Relaciones Exteriores del Uruguay).

Apostilled Uruguayan certificates do not require subsequent legalization before the Chinese Consulate in Uruguay or the Consulate General of Uruguay in Guangzhou.

Important

The issuance of a certificate does not allow the information contained in the record to be amended, corrected or updated. If an error is identified or a marginal annotation is missing, the corresponding correction or update procedure must be completed before the competent authorities in Uruguay.

Consular jurisdiction

The Consulate General of Uruguay in Guangzhou accepts requests from persons residing in Guangdong, Fujian, Hunan, Hainan, Guizhou and the Guangxi Zhuang Autonomous Region.

Persons residing outside this jurisdiction must contact the corresponding Uruguayan consular office, as indicated in the Consular Map (Mapa Consular).

Cost

The request and issuance of digital certificates are free of charge. Apostilles and other additional services may be subject to the corresponding fees.
