What is a birth registration?

Birth registration (Inscripción de nacimiento) allows a birth that occurred abroad to be entered into the Uruguayan Civil Status Registry (Registro de Estado Civil). Once the procedure has been completed, the corresponding Uruguayan birth certificate will be issued.

This registration is necessary to officially document parentage in Uruguay and, where applicable, establish the status of Uruguayan national of persons born abroad who are children or grandchildren of persons born in Uruguay, pursuant to Laws No. 16,021 and No. 19,362.

Persons who prefer to complete the registration directly in Uruguay—whether for birth certificates or other civil-status acts or events that occurred abroad—may consult the requirements and procedure on the website of the National Directorate of the Civil Status Registry (Dirección Nacional del Registro de Estado Civil).

Who may do this procedure at a consulate?

• Uruguayan nationals born abroad whose mother and/or father is Uruguayan, pursuant to Law No. 16,021.
• Uruguayan nationals born abroad whose grandmother and/or grandfather is Uruguayan, pursuant to Law No. 19,362.

If the person whose birth is to be registered is a minor, the procedure must be initiated by their father, mother or legal representative.

Adults may directly request the registration of their own birth.

Important note: The Consulate General of Uruguay in Guangzhou (Consulado General del Uruguay en Guangzhou) accepts applications concerning births that occurred within its jurisdiction: Guangdong, Fujian, Hunan, Hainan, Guizhou and the Guangxi Zhuang Autonomous Region. For births that occurred in other regions of China or in third countries, the corresponding Uruguayan consular office must be contacted. If applicable, and you wish to complete the Birth Registration procedure at the Consulate General of Uruguay in Guangzhou, the specific requirements are as follows:

Children of a father or mother born in Uruguay

• The applicant’s birth certificate, issued by the competent authority in the country of birth, duly translated into Spanish and apostilled or legalized.
• A valid identity document or passport belonging to the person whose birth is to be registered, if available.
• Valid identity documents of both parents.
• The Uruguayan birth certificate of the father or mother born in Uruguay.
• The death certificate of the Uruguayan parent, if deceased.
• Duly completed application form, available at the end of this page.
• Two witnesses over 18 years of age, who must appear with valid identity documents. The witnesses may not be the parents of the person whose birth is being registered.

Grandchildren of a person born in Uruguay

• The applicant’s birth certificate, issued by the competent authority in the country of birth, duly translated into Spanish and apostilled or legalized.
• A valid identity document or passport belonging to the person whose birth is to be registered, if available.
• Valid identity documents of both parents.
• The birth certificate of the father or mother through whom the relationship with the grandfather or grandmother born in Uruguay is established.
• The Uruguayan birth certificate of the grandfather or grandmother born in Uruguay.
• The corresponding death certificates if the parent, grandfather or grandmother is deceased.
• Identity documents of the maternal and paternal grandparents, if available.
• Duly completed application form, available at the end of this page.
• Two witnesses over 18 years of age, who must appear with valid identity documents. The witnesses may not be the parents of the person whose birth is being registered.

Documents issued in China

The Chinese document certifying the birth must be submitted in its original form, duly apostilled by the competent Chinese authority and accompanied by a Spanish translation.

Before requesting the apostille or obtaining the translation, applicants are advised to send a copy of the document to the Consulate to verify that its format and content are suitable for registration in Uruguay.

The documentation must clearly identify:

• The full name of the person whose birth is to be registered.
• The date and place of birth.
• The full names of both parents.
• The authority that registered the birth.

If the document submitted does not contain all the necessary information, the Consulate may request additional documentation.

Validity and submission of birth certificates

• Handwritten Uruguayan birth certificates must have been issued within the previous year.
• Digital Uruguayan birth certificates are not subject to validity-period requirements.
• Foreign birth certificates must be submitted in their original form and apostilled or legalized, as applicable.
• Any document issued in a language other than Spanish must be accompanied by the corresponding translation.

The Consulate may request additional documentation when necessary to establish identity, parentage or the continuity of the family relationship.

Appearance in person

The procedure may only be completed in person before the Consulate.

The following persons must show up:

• The person initiating the registration.
• The person whose birth is to be registered, if they are an adult.
• Both parents, if the person is a minor, unless duly documented circumstances justify the absence of either parent.
• Two witnesses over 18 years of age with valid identity documents.

How is the procedure completed?

• Complete the application form available for download at the end of this page.
• Gather the required documentation applicable to your circumstances.
• Request an appointment by emailing cgcanton@mrree.gub.uy and attaching the duly completed application form and digital copies of the corresponding documentation.
• The Consulate will review the documentation and inform you whether any corrections, additional documents or translations are required. Once the requirements have been verified, the date and time of the appointment will be assigned.
• Appear in person on the assigned date and at the assigned time with all original documentation, accompanied by all other persons required according to the circumstances—the person appearing for the procedure, the parents and the witnesses.

Cost

USD 18, payable in Chinese yuan (RMB). The amount payable in local currency will be determined according to the exchange rate in effect at the time the procedure is completed. Payment must be made by bank deposit using the account details provided on the day of the appointment.

Delivery time

The registration procedure is completed on the day of the appointment. Once the registration has been completed, the registered person will receive a copy of the birth certificate issued in the Uruguayan format.
