First-Time Passport Issuance

Persons applying for a Uruguayan ordinary passport for the first time.

Requirements

Adults

  1. Valid Uruguayan birth certificate.
  2. RCMP Canadian criminal record check based on fingerprints, duly apostilled and issued less than 90 days prior to the application.
  3. Application form (available at the bottom of this page).
Persons born abroad to a mother or father born in Uruguay (Law No. 16,021)
  1. Valid birth certificate registered in Uruguay (Spanish only) or registered with the Uruguayan Consulate having jurisdiction over the place of birth, issued within the previous 30 days.
  2. Valid Uruguayan birth certificate of the mother or father born in Uruguay.
  3. RCMP Canadian criminal record check based on fingerprints, duly apostilled and issued less than 90 days prior to the application.

Persons born abroad to a grandmother or grandfather born in Uruguay (Law No. 19,362)
  1. Valid birth certificate registered in Uruguay (Spanish only) or registered with the Uruguayan Consulate having jurisdiction over the place of birth.
  2. Valid Uruguayan birth certificate of the grandmother or grandfather born in Uruguay.
  3. Valid birth certificate of the applicant’s mother or father. If the certificate was issued in Uruguay, it must be current. If it was issued by a foreign authority, it must be apostilled or legalized.
  4. RCMP Canadian criminal record check based on fingerprints, duly apostilled and issued less than 90 days prior to the application.

Note: The RCMP criminal record check may be obtained by following the procedure described in the relevant link. Once issued, it must be apostilled by the Canadian authorities in accordance with the procedure also provided in that link.

Minors

Persons born abroad to a mother or father born in Uruguay (Law No. 16,021)
  1. Valid birth certificate registered in Uruguay (Spanish only)  or registered with the Uruguayan Consulate having jurisdiction over the place of birth, issued within the previous 30 days.
  2. Valid Uruguayan birth certificate of the mother or father born in Uruguay.
  3. Valid identity documents of both parents.
  4. Application form (available at the bottom of this page).
Persons born abroad to a grandmother or grandfather born in Uruguay (Law No. 19,362)
  1. Valid birth certificate registered in Uruguay (Spanish only) or registered with the Uruguayan Consulate having jurisdiction over the place of birth, issued within the previous 30 days.
  2. Valid Uruguayan birth certificate of the grandmother or grandfather born in Uruguay.
  3. Valid birth certificate of the applicant’s mother or father. If the certificate was issued in Uruguay, it must be current. If it was issued by a foreign authority, it must be apostilled or legalized.
  4. Valid identity documents of both parents.
  5. Application form (available at the bottom of this page).

Note: Minors must always appear in person accompanied by both parents, who must authorize the application in person. If either parent is unable to attend, their absence may be addressed as follows:

  • If the absent parent is in Uruguay: They must obtain authorization for the first-time issuance of the minor’s passport from the Travel Documentation Department of the Ministry of Foreign Affairs, located at Cuareim 1384, open Monday to Friday from 10:00 a.m. to 3:00 p.m.
  • If the absent parent is abroad: They must obtain authorization for the first-time issuance of the minor’s passport from the Uruguayan Consulate nearest to their place of residence.

This authorization must be obtained before requesting an appointment for the first-time issuance of the passport. The application cannot be processed without the required authorization.

  • If either parent is deceased, the death certificate must be submitted. If the death occurred abroad, the certificate must be duly apostilled.

After carefully reviewing the requirements set out above, please request an appointment by emailing cdottawa@mrree.gub.uy  and attaching the required documents.

Once the information has been verified, you will receive an email confirming the date and time of your appointment at the Consulate.

Fee: CAD 104. Payment must be made on the day of the appointment by Interac e-Transfer or by bank deposit into the Embassy’s account. The relevant payment instructions will be provided when the appointment is confirmed.

Note regarding foreign documents: All documents issued by foreign authorities must be duly apostilled or legalized, as applicable, and translated into Spanish by the Consulate. Please consult the relevant link for the requirements, procedure and applicable fee for the consular translation service.

You will be notified by email approximately 30 business days later when your passport arrives. Passport booklets are printed in Montevideo and sent to consulates by diplomatic pouch.

Who is it for

  • Children of Uruguayans (Law 16,021) and grandchildren of Uruguayans (Law 19,362) interested in obtaining Uruguayan nationality and who were born in the cities of Ottawa or Gatineau.
