Dictamen N° 9/022 Sobre publicación del INTAI en inglés

The upcoming publication of the National Index of Transparency and Access to Information (INTAI, for its acronym in Spanish).

IN VIEW OF: the upcoming publication of the National Index of Transparency and Access to Information (INTAI, for its acronym in Spanish);

WHEREAS:

1. INTAI is an initiative of the Access to Public Information Unit (UAIP, for its acronym in Spanish), whose objective is to measure the progress and degree of compliance with the current regulations regarding transparency and access to public information;

2. Said initiative was incorporated as a UAIP commitment in the framework of the Open Government National Action Plan 2018-2020 of Uruguay;

3. The measurement methodology was defined through a collaborative process in two roundtables with the participation of Civil Society, Academia and different government actors;

4. A pilot plan was conducted with twenty public institutions to measure their level of compliance throughout the fiscal year 2019;

WHEREAS:

1.  On the basis of the pilot plan's results, improvements were made to the measurement methodology;

2. Prior to the data survey for the new Index to be published, informative workshops were held with the transparency referents of the different institutions;

3. Together with the publication of results, it is deemed convenient to publish the measurement methodology employed, in a clear language, to facilitate its understanding by the evaluated organizations and the citizens in general;

IN ACCORDANCE WITH: the foregoing and the provisions of Law 18,381 dated October 17, 2008;

The Executive Committee of the Access to Public Information Unit HEREBY RULES:

1. To approve the publication of the measurement methodology of the National Index of Transparency and Access to Information, together with its results.

2. To widely disseminate the aforementioned information.
