IN VIEW OF: the upcoming publication of the results of the second edition of the National Index of Transparency and Access to Public Information (INTAI, for its acronym in Spanish);

WHEREAS:

1. INTAI is an initiative of the Access to Public Information Unit (UAIP, for its acronym in Spanish), whose objective is to measure the progress and degree of compliance with the current regulations regarding transparency and access to public information;
2. the results of the first edition of the INTAI for the year 2021 were published last year;

WHEREAS:

1. prior to the data survey  for the Index to be published in this edition, informative workshops were held with the transparency referents of the different institutions and the instructions for conducting the survey and the methodology to be applied for this edition were published (https://www.gub.uy/unidad-acceso-informacion-publica/indice-nacional-tr…);
2. the documentation was published in clear language, in order to facilitate its understanding by the evaluated institutions and the general public;
3. improvements were made in the visualization of the data, in order to compare both editions, as well as to facilitate their access;
4. the results are simultaneously published in open data format, to facilitate their reuse, for which purpose the Unit makes available methodological guides and metadata;
5. the Unit carried out deductions (approved by Ruling No. 8/023), validations and analysis of the results for the second edition corresponding to the year 2022, which are to be approved by means of this Ruling;

IN ACCORDANCE WITH: the foregoing and the provisions of Law 18.381 of October 17, 2008, in particular paragraph A of article 7;
