Through a comprehensive Digital Government strategy aimed at improving people's quality of life, the State has transformed public services by incorporating digital technologies and guaranteeing the right of all people to digitally connect with all public institutions.

Digital Uruguay entails much more than a country with a modernized public management: it means to guarantee equity by facilitating the relationship between the State and the people with simpler services that can be accessed from anywhere in the country.

Uruguay has travelled a strategic path in terms of digital transformation. Currently, the country has a comprehensive regulatory framework that guides and provides the basis for the regulation of digital transformation; a consolidated institutional framework with government agencies and organizations with defined roles in a collaborative scheme; and a technological infrastructure available to meet high demand with the security required to protect both government and citizen data.

In the field of government management, this digital transformation impacted on the relationship between the State and citizens, strengthening such by simplifying interactions and facilitating new communication channels. Currently, all state procedures can be commenced online, and 4 out of 10 can be carried out completely online. This form of relationship between the State and its citizens allows both parties to save resources and perform a much more efficient management.

Additionally, the level of adoption of this channel among citizens has also grown. In 2020, three out of four people who use the internet interacted with the State online, and one in three paid for State procedures or services through that channel. Those who carried out these types of activities, considered for the most part that the services are reliable, easy to use and time-saving.
