This Action Plan reflects the progress made in co-creation processes as a tool to promote an open, transparent, and efficient State. Through this instrument, Uruguay strengthens its national strategy that views action plans as a cross-cutting tool to embed the open government approach across all branches of the State, levels of government, and areas of public policy.
