Citizen participation in the design of standard bidding documents for public procurement

Through its Fifth National Open Government Action Plan, Uruguay integrated citizen participation into the design of standard general use bidding documents, aiming to gather input prior to their adoption as a regulatory instrument. This sought to promote the standardization of the bidding documents' technical specifications by incorporating the knowledge provided by market stakeholders from their various sectors. The Independent Review Mechanism (IRM) highlighted the cultural transformation involved in the initiative, which incorporated public consultation processes into the development of the bidding document templates.
