Está dirigido a estudiantes de postgrado, aunque también podrán participar estudiantes de grado y profesionales académicos de áreas relacionadas, así como diplomáticos y representantes gubernamentales.
Este curso en su segunda edición, y única a nivel global, tiene como objetivo presentar el campo emergente de la Diplomacia Científica aplicada a las Neurociencias, desde la perspectiva del Sur Global.
Es co-organizado por María E. Castelló (PEDECIBA Biología, Instituto de Investigaciones Biológicas Clemente Estable, Uruguay), Marga Gual Soler (SciDipGLOBAL, España) y Guillermo Anlló (Oficina Regional de Ciencias para América Latina y el Caribe de la UNESCO).
Contará con la participación de expertos internacionales, quienes compartirán su visión sobre cómo la Diplomacia Científica tiene el potencial de construir innovadoras iniciativas en relación a la investigación en neurociencias, atravesadas por aspectos éticos, geopolíticos, de derechos humanos y de gobernanza de las neurotecnologías y la inteligencia artificial.
La primera parte del curso se enfoca en la historia y la evolución de la Diplomacia Científica, su institucionalización en los siglos XX y XXI y presenta su potencial para afrontar los retos del cambio global en Sur Global. El módulo brindará la oportunidad de desarrollar habilidades prácticas en el tema a través de aprendizaje experiencial, así como de un seminario en el que los asistentes podrán intercambiar acerca de la estructura institucional de Diplomacia Científica en sus países.
El segundo bloque explora en profundidad las interacciones entre neurociencia, diplomacia y desarrollo. Comienza con presentaciones relacionadas con iniciativas globales y regionales de cooperación en investigación sobre el cerebro, o su promoción, a cargo de destacados investigadores, enfocadas en revelar los misterios del cerebro para promover el desarrollo. Esto además, supone el compromiso con la formación de recursos humanos, convencidos de que invirtiendo en nuevas generaciones se podrá contar en el futuro con una significativa masa crítica en el campo de las neurociencias en el Sur Global.
El curso incluye un bloque sobre neuroderechos en el que se expondrá sobre el surgimiento de iniciativas de gobernanza nacionales y globales en relación al avance de la neurotecnología y la Inteligencia Artificial, y la necesidad de promover su desarrollo responsable para salvaguardar la identidad, la agencia y la privacidad de las personas.
El curso es abierto y gratuito y se impartirá en inglés.

The Postgraduate Course: Science Diplomacy applied to Neurosciences for the Global South will be held free of charge and in a hybrid mode from July 18th to 29th, 2022. Registration will remain open until June 5.
It is aimed at postgraduate students, although undergraduate students and academic professionals from related areas, as well as diplomats and government representatives, may also participate.
This course in its second edition, and unique at a global level, aims to present the emerging field of Scientific Diplomacy applied to Neurosciences, from the perspective of the Global South.
It is co-organized by María E. Castelló (PEDECIBA Biology, Instituto de Investigaciones Biológicas Clemente Estable, Uruguay), Marga Gual Soler (SciDipGLOBAL, Spain) and Guillermo Anlló (UNESCO Regional Science Office for Latin America and the Caribbean).
It will feature the participation of international experts, who will share their vision on how Science Diplomacy has the potential to build innovative initiatives in relation to neuroscience research, crossed by ethical, geopolitical, human rights and governance aspects of neurotechnologies and the artificial intelligence.
The first part of the course focuses on the history and evolution of Science Diplomacy, its institutionalization in the 20th and 21st centuries, and presents its potential to meet the challenges of global change in the Global South. The module will provide the opportunity to develop practical skills on the subject through experiential learning, as well as a seminar in which attendees will be able to exchange information about the institutional structure of Science Diplomacy in their countries.
The second block explores in depth the interactions between neuroscience, diplomacy and development. It begins with presentations related to global and regional brain research cooperation or advocacy initiatives by leading researchers focused on unlocking the mysteries of the brain to promote development. This also implies a commitment to the training of human resources, convinced that by investing in new generations it will be possible in the future to have a significant critical mass in the field of neuroscience in the Global South.
The course includes a block on -Neurorights in which the emergence of national and global governance initiatives in relation to the advancement of Neurotechnology and Artificial Intelligence will be discussed, and the need to promote their responsible development to safeguard identity, agency and people's privacy.
The course is open and free and will be taught in English.
